The two leads
Jason Duval grew up around grifters, served in the Army, ended up in the Keys and works for local drug runners. He wants an easy life; it keeps getting harder.
Lucia Caminos was taught to fight by her father as soon as she could walk. Fighting for her family landed her in the Leonida Penitentiary; she is out now and intends to make only smart moves.
This is the first game in the series with a playable female lead, and their story is framed as shared: the way out runs through both of them.

What the descriptions do not say
The official texts do not say who is an enemy, who is an ally, or how any of it ends. Story roles, an antagonist and betrayals are guesswork, and we do not pass guesses off as facts.
One trap worth knowing: on the official site the character cards sit next to “Explore <region>” links. That is carousel navigation, not a statement of where someone lives — Boobie is called a Vice City legend while the link beside him leads to Leonida Keys. We attach a character to a region only where the text says so.
